Community Development Program

REFAP is the operator of the Community Development Program (CDP) for the Karratha region.

An Australian government initiative, the CDP involves working with job seekers, organisations, employers, community members and stakeholders to build stronger communities by increasing employment in remote areas.

Under the CDP, future employees and employers benefit from a range of innovative and effective free services that give them the resources and guidance they need to succeed, such as:

  • support programs
  • education & training
  • community support
  • connecting job seekers in the Karratha region
  • workplace mentoring
  • hosted work placement
  • employer incentive scheme

REFAP can tailor a solution to meet your needs. Please contact us or email:

Labour hire

REFAP provides labour hire for a wide range of white and blue collar jobs. We can supply capable and trained Indigenous and non-Indigenous people on a fee-for-service basis.

Cultural awareness training

A Traditional Owner from the Yaburara and Yindjibarndi tribes, REFAP’s Chief Executive Officer, Triscilla Holborow, has first-hand experience of the challenges faced by Aboriginal people in the workplace. She also knows where organisations fail when trying to set up successful strategies for Aboriginal people.

Highly experienced in the development and delivery of training programs, Triscilla and REFAP are well-placed to assist your organisation or business.
